I found this is the section titled, “The Story of America in Pictures” of The International Standard Atlas of the World (1958 edition). One page over there’s this:

“The Shame of the Cities” was a theme of writers in the 1900’s. Public consciousness was awakening to the social waste of crowded and unkempt slums.

“The Shame of the Cities” refers to the book by Lincoln Steffens (1904).
